Thank you for your letter to the Secretary of Defense dated February 11, 1999, expressing your concern about the Security Plan for Plutonium Fuel Shipments to Japan.

Over the past two years, personnel from the State Department, Defense Department, the Department of Energy, Nuclear Regulatory Commission, and Arms Control Disarmament Agency have been consulting regularly with the Governments of Japan, France, and the United Kingdom. These consultations were conducted to insure this plan meets all the requirements of Annex 5.B of the U.S./Japan Agreement for Nuclear Cooperation.

Additional assessments by technical personnel in the Department of Defense have assured me that the security provided under the current plan is adequate to protect this important cargo.
